The state government and Blackoak Capital have officially marked the start of the Edward Millen precinct redevelopment, which has been estimated to cost more than $20 million.

The East Victoria Park site will undergo a revitalisation, turning the precinct into a mixed-use area including a museum, a childcare centre, bar, microbrewery, and alfresco dining spaces.
Built in 1911, the two-storey Edward Millen House has been a state heritage-listed building since 1999.
A rotunda building on the site will also be transformed into a bakery, café, offices, and retail space.
Construction of the precinct, located at the corner of Hill View Terrace and Albany Highway, is estimated to be completed in late 2025.
Blackoak Capital Ventures managing partner Tim Mack said the company had expertise in heritage restoration.
“Our goal is to create spaces that foster connection, and with the transformation of Edward Millen into a vibrant community hub offering childcare, cafés and outdoor spaces, we’re bringing that vision to life,” he said.
The project’s construction cost was estimated as $12.5 million in a development assessment panel document but the value has been projected at more than $20 million by Town of Victoria Park officers in mid-2023.
The federal government has contributed $4 million towards the restoration.
“This project is incredibly exciting for the Town of Victoria Park,” the town's mayor Karen Vernon said.
“After seven years of collaboration with residents and our development partner Blackoak, we are finally breaking ground on a project that will transform our Town.
“The Edward Millen redevelopment will deliver much-needed amenities for our growing community and a regional destination for visitors, while maintaining a piece of our Town’s history.
“It's a perfect example of how we can meet the modern needs of our residents while preserving our heritage.”
Victoria Park MLA Hannah Beazley said the Edward Millen precinct has been part of the area for more than a century.
“The state heritage-listed building will be restored and celebrated as part of this major redevelopment, which will create a thriving community hub for locals and visitors alike,” she said.
In 2021, the town chose Blackoak Capital Ventures as its preferred proponent to develop the heritage-listed reserve in 2021.
