A panel has approved a seven-storey serviced apartment building in Subiaco, after other projects on the site failed to proceed.
The Metro Inner Development Assessment Panel today unanimously approved City Vault’s proposal to build on 25 Rowland Street.
The proposed development, estimated to cost $6.5 million, comprises 18 serviced apartments and a commercial tenancy across the seven levels.
City Vault is owned by property renovation coach Julie Wyatt, ASIC records show.
A five-storey development on the Rowland Street site was approved in April 2016, with a two-year extension for the construction deadline granted in 2018, according to the DAP report.
In 2019, another plan emerged for the site, a six-storey mixed-use build consisting of nine dwellings and a commercial tenancy.
The City of Subiaco council approved the application, which had a valid deadline until April 2025 because of the state government’s COVID-19 powers.
However, the DAP refused a new plan for an eight-storey project, comprising 18 dwellings, to be built on the site at a meeting in early 2021.
In July of that year, the DAP approved the revised six-storey development, comprising 14 apartments and a commercial tenancy.
The project was to be developed by Capelli Holdings and designed by Klopper & Davis Architects.
However, none of the projects approved on the site in the past decade have been acted on, the DAP report said.
“I note this site has a long history …of developments of various heights that haven’t progressed,” DAP deputy presiding member Francesca Lefante said at the meeting.
DAP presiding member Clayton Higham said the serviced apartments were good complementary use for the city.
“It’s well serviced by public transport, well thought through design on a relatively small site,” he said.
City Vault bought the Rowland Street site from Capelli Holdings for $1.5 million in September 2024, according to RP data.
ASIC lists Highway Construction managing director Dino Capelli and Lesley Capelli as owners of Capelli Holdings.
