A development assessment panel has approved Bethanie’s $20 million lifestyle village plan, despite the City of Swan council recommending the proposal be refused.
Aged care home provider Bethanie’s application comprises of 227 single-storey park homes and communal facilities on Chittering Road in Bullsbrook.
The proposal had been unanimously approved by the Metro Outer Development Assessment Panel at its meeting today.
The approval comes after the panel was unable to decide on the $20 million application at its meeting in February, over concerns on the vehicle crossing impacting the vegetation at Ki-It Monger Brook.
A deferral was approved, to give the applicant time to provide extra information required.
The City of Swan officers recommended the application to be approved, but the council objected to the plan.
Despite city officers finding Bethanie’s amended proposal had sufficiently addressed the outstanding issues, the council remained in its opposition.
At the meeting today, DAP presiding member Dale Page said the applicant had amended the lifestyle village plan.
“The city’s sole reason for recommending refusal has been attended to,” she said.
“The density envisaged is consistent with the Bullsbrook central structure plan.”
DAP member and City of Swan councillor Rod Henderson said the panel had gone through the issues backwards and forwards.
“I can’t speak for council whether they will be satisfied but as I can see it’s all resolved,” he said at the meeting.
Bethanie engaged town planner Planning Solutions to compile its development application.
"The proposed development will provide essential housing diversity and housing supply to cater for the growing Bullsbrook community, which is currently undergoing residential subdivision and development,” the application reads.
“This development will cater for the shortage of over 50’s living and housing options in the locality.”
Bethanie chief executive Roule Jones said the Bullsbrook lifestyle village would make a significant contribution to addressing the demand for alternative housing options in WA, providing a vibrant and supportive environment that meet the evolving lifestyle needs of older Australians.
“A strong focus on affordability, social engagement, and active living, reflects Bethanie’s commitment to offering diverse housing solutions for West Australians,” she said.
“Western Australia needs more diverse and affordable housing solutions for our ageing population and Bethanie Bullsbrook Lifestyle Village offers a high-quality, community-oriented living environment that enables people to downsize without compromising on lifestyle.
“Land lease communities cater to changing demographics and lifestyle preferences, providing a flexible, affordable alternative that offers strong community engagement and enhanced lifestyle amenities.”
