The Metro Inner Development Assessment Panel today approved Blueways Group's plan to build the seven-storey Jardin Residences on 87-89 Broadway.
Victoria-based Blueways Group's plan to build a 45-apartment development on the Nedlands site was previously deferred for consideration by the same panel in June.
Despite the CIty of Nedlands recommending the panel defer the application again, the DAP approved the development by a margin of three votes to two.
City councillors and panel members Rebecca Coghlan and Kerry Smyth opposed the proposal, with the latter saying the application should be deferred for up to 120 days.
"The feedback from the [city] officer is that there’s a need for another 120 days, because officers have not been able to negotiate previous reasons for deferral [with the applicant]," Ms Smyth said at the meeting.
In the city's report, reasons for deferral include the proposed height of seven storeys exceeding the six-storey limit in the local planning codes and the planned setbacks being inconsistent with Nedlands' policies.
However, DAP deputy presiding member Lee O'Donohue said she was supportive of the proposal after additional information was presented by the project architect Hassell and town planner Element Advisory, on behalf of Blueways.
"I'm comfortable [the development] will not project in an undesirable manner to the streetscape," she said.
"Additional information around landscaping and actual setbacks, and the rear of building, I believe are sufficient to address the concerns around the impact."
Menora developer Griffin Group was among the objectors of the project, claiming the proposed Jardin Residences would impact its development on the neighbouring site.
Griffin Group claimed the proposed apartment build would impact Nouveau, on 91 Broadway, through the setbacks, height, overshading and access to light.
The Nouveau project is expected to be completed by the fourth quarter of 2026, according to Griffin Group's website.
Jardin Residences had an initial estimated construction cost of $13 million but the updated application shows an increase to $31.5 million.
Blueways also submitted an updated proposal for a nearby project, dubbed Bloom Residences, on 95 Broadway last year.
