A 3.8-hectare parcel of land, formerly the Beaconsfield TAFE site, is one step closer to be developed into more than 150 residential lots after unanimous support from council.


The City of Fremantle has unanimously approved the development of a 3.8-hectare parcel of land, formerly the Beaconsfield TAFE site, into more than 150 residential lots.
Council last night voted to recommend approval for a subdivision proposal on the former Fremantle Technical College site on Grosvenor Road in Beaconsfield.
The site is up for subdivision, if approved by the Western Australian Planning Commission.
Bound by Grosvenor and Caesar streets, Lefroy Road and Badham Close, the site was acquired by the state government for $5.5 million in December 2021, RP data shows.
Under the subdivision proposal, the Beaconsfield lot will be divided into 84 residential lots, 82 single dwelling lots, and two larger multiple dwelling development sites.
The proposal also includes three public open spaces and movement network, being footpaths, roads and laneways.
Fremantle councillor Geoff Graham said there had been ups and downs in the history of the site, with the land not suitable for many options.
"The topography of this site has always been one of the major problems or factors even when it was a TAFE site," he said at the meeting.
Fellow councillor Frank Mofflin said the rejuvenation of this site was vitally important, being the heart of the Beaconsfield redevelopment.
"Only two years ago where we had a derelict site there which was of huge concern to the community," he said.
"It's really exciting for the 82 lots for development ... [there'll be] several hundreds of new residents in Freo where we do want to encourage growth and provide greater housing and population."
The educational buildings which once stood on the site were demolished in 2022, the council report shows.
Fremantle Mayor Hannah Fitzhardinge and Deputy Mayor Jenny Archibald said a plan to develop the Beaconsfield site has been a long-running matter.
"It has been a very long journey. All of the times we've been on council, we’ve been talking about this site," Ms Archibald said at the council meeting.
The site was previously zoned as public purposes (technical school) until an amendment was passed, reclassifying the lot for development.
DevelopmentWA and the city collaborated to compile a Beaconsfield TAFE local structure plan in August 2023.
The process to redevelopment the former Beaconsfield TAFE site is in its final stages with land sales and construction to start sometime after 2025, according to DevelopmentWA's website.
