Greentime Holdings Pty Ltd and Didneymike Pty Ltd submitted an application to the Western Australian Planning Commission, through the state government's Significant Development pathway.
The proposed development, dubbed Glen Iris village, comprises a tavern, retail tenancies, a 234-bay carpark, and a communal greenspace on the corner of Forrest Highway and Vittoria Road.
The project site is across the road from Bunbury Farmers' Market, in the suburb of Glen Iris.
Mr Erceg and Mr Litis are listed as the owners of Greentime Holdings, Australian Securities and Investments Commission data shows.
Didneymike is owned by Micheal Glenn and Geoffrey Glenn, according to ASIC.
The Department of Planning Lands and Heritage has released documents detailing the project, which is estimated to cost $33.5 million, for public consultation.

In the development application, the applicants said the proposed Glen Iris Village would majorly contribute to the economic and social recovery needed after COVID.
“When completed, the village will provide a much needed community focus for the current and a future population of Glen Iris that will grow to 10,000 people,” the application reads.
“It will also facilitate the continued investment and growth of the area currently undeveloped.”
Other features of the proposed development include a private gym, a medical centre with a pharmacy, fast food outlets, showrooms, a child care centre, a liquor store, a service station and a laundromat.
The tenancies will be catered through 11 single-storey buildings on the subject site.
According to the application, Greentime Holdings has operated for 30 years through Erceg Management, which owns and operates Mandoon Estate.
The applicants engaged EIW Architects to design the commercial village.
