Saracen Properties is planning to build an 18-storey apartment block at the corner of Canning and Stirling highways in an $85 million proposal.
The East Fremantle project is a joint venture between Saracen Properties and landowners, Rob Turner and Simon Melville, with project managers Builtform Projects.
The Roofing 2000 site, also known as The Entrance or The Crossing, at 91-95 Canning Highway is an amalgamation of four lots totalling 3,840 square metres at the south-west corner at the intersection of Canning and Stirling highways.
The development comprises 95 apartments with a cafe and office, with a large area of public open space in exchange of additional building height.
The application, prepared by CDP Town Planning and Urban Design with designs by Spaceagency, has been lodged in the State Development Assessment Unit and will be considered by the WA Planning Commission.
Public comment for the proposal opens today until June 2.
The Town of East Fremantle council will also provide its feedback to the SDAU as a referral body.
The town's local planning scheme allows for developments on the site to have additional building height if two of the lots are transferred to the local government for free.
“A total of 1,691 square metres of traditional open space has been included within the proposal with an additional 501 square metres being provided as a vestibule and pocket open space to the north and south,” the application said.
“As shown on the development plans … a publicly accessible open space area is proposed as required by the scheme and thus a building height to 76.5m is permitted (excluding plant equipment).
“The result is the creation of a spaces that responds to the local character of the area and provides a highly connected and amenity rich landscape for local residents and a much-needed public open space contribution to the town.”
Saracen is also restoring the 120-year-old Royal George Hotel on the corner of Duke Street in East Fremantle.
The $24 million refurbishment includes a nine-storey apartment building and office space behind the heritage building.
