Titanium Sands Ltd has cleared another big hurdle in its quest to bring its vast Mannar Island heavy mineral sands project in Sri Lanka into production after the country’s environmental authority issued terms for the company’s pivotal environmental impact assessment. The milestone sets the stage for the final environmental studies required for Titanium Sands to secure an industrial mining licence to bring its high-grade deposit into production.
Titanium Sands Limited has cleared another big hurdle in its quest to bring its vast Mannar Island heavy mineral sands project in Sri Lanka into production after the country’s environmental authority issued terms for the company’s pivotal environmental impact assessment (EIA).
The milestone sets the stage for the final environmental studies required for Titanium Sands to secure an industrial mining licence from Sri Lanka’s mines bureau, which would bring the company closer to unlocking the economic potential of its high-grade mineral sands deposit.
Titanium Sands says the release of terms is a significant step forward in the regulatory approvals process for Mannar Island, which is forecast to deliver high-grade mineral sands – in particular titanium – that will significantly boost Sri Lanka government revenues by about $2 billion.
The company conducted extensive stakeholder engagement ahead of the release, including a scoping presentation last year, a site visit in February and it received input from 35 Sri Lankan government departments and regulatory bodies. The terms document outlines a comprehensive framework for the EIA, covering environmental effects, wildlife considerations and community consultation, alongside the development of an environmental management plan.
The company is now working with consultants to target a mid-2025 EIA submission that will pave the way for the bureau to greenlight the all-important industrial mining licence.
Titanium Sands managing director Dr James Searle said: “Titanium Sands is focussed on delivering a low impact environmentally friendly project, with the highest levels of social awareness and inclusion. As heavy minerals have been mined for decades on the Sri Lankan mainland, TSL looks forward to building on the size and quality of the industry and making a significant impact to the economic benefits of Sri Lanka”.
The Mannar Island project has 318 million tonnes of mineral resources grading 4.17 per cent total heavy minerals, which included an 82mt high-grade zone at 6.03 per cent total heavy minerals. The project has been scoped to deliver a stage one net present value of $545 million and total gross revenue of $2b.
The operation’s pre-production capital expenditure is pegged at just $122m. It is poised to produce up to 150,000 tonnes of heavy minerals annually, while directly employing up to 600 people and supporting an additional 1200 jobs through an innovative mine rehabilitation program.
The terms mandate a thorough EIA process, with community engagement at its heart. Titanium Sands says it plans to consult Mannar Island residents to address local concerns to ensure the project aligns with the region’s cultural heritage and environmental priorities.
The company’s vision extends beyond mining. Titanium Sands has plans in place to rehabilitate mined areas into sustainable plantation agriculture and natural vegetation zones, owned and operated by local communities.
With the EIA now in motion and government support for the project building, Titanium Sands is steadily advancing its considerable Mannar Island dream into reality. After a long period of painstaking regulatory hurdles, the company seems ready to jump into action, targeting a mid-2025 licensing application, ahead of a pivotal mining licence decision to join the ilmenite producer ranks.
