For many Western Australians, Rockingham is known for its coastline, lifestyle and position on Perth’s southern edge. Increasingly, however, it is attracting attention for a different reason: a convergence of employment, population growth and investment that is reshaping the City’s commercial outlook.
At a time when expansion decisions are being scrutinised more closely, the Rockingham City Centre is beginning to stand out as a market where long-term fundamentals are becoming difficult for business operators to ignore.
Small businesses and franchise groups continue to face rising operating costs, labour challenges and cautious consumer spending. These conditions have encouraged a more selective approach to growth, with operators placing greater emphasis on locations offering established demand, workforce access and confidence about future growth.
Rockingham increasingly fits that description.
Rockingham’s growth is being supported by long-term employment, infrastructure and population drivers, not short-term speculation.
The City had an estimated population of around 160,000 residents in 2025 and is forecast to reach approximately 240,000 by 2046. Behind those figures is a younger-than-average population, a sizeable family market and continuing household formation, creating demand across a broad range of business sectors.
For franchise operators and independent businesses, that demand extends beyond traditional retail. Growing communities require childcare, health services, fitness, education support, hospitality, home services and convenience-based businesses. As households move into an area, the need for everyday services follows.
Population growth tells only part of the story.
HMAS Stirling, Australia’s largest naval base, continues to play an increasingly significant role in the national defence landscape. AUKUS-related activity, alongside investment across the Western Trade Coast and the future development of Westport, is reinforcing Perth’s southern corridor as a centre for employment, industry and investment.
The defence story also introduces a dimension not commonly found in suburban growth markets.
As AUKUS progresses, Submarine Rotational Force-West will bring a growing United States naval presence to the region. Approximately 2,300 US personnel, contractors and accompanying family members are expected to be based locally, alongside an extended network of service providers. The result will be a larger, more internationally connected community, with demand across housing, education, health care, hospitality, recreation and everyday services.
While local households remain the primary demand driver, the emerging American presence adds another layer to the market. Few Australian suburban centres can point to a growing community of US defence personnel, contractors and families. These connections may influence local retail and service offerings while creating opportunities for operators familiar with American consumer preferences and service formats.
The evolving role of the Rockingham City Centre is also contributing to confidence. As Rockingham’s designated Strategic Metropolitan Centre, it is expected to accommodate a growing mix of commercial, residential, health, education and hospitality activity.
Planning certainty matters because it gives capital a clearer pathway from intent to delivery. Clearer expectations around land use and density support site selection and long-term investment decisions, reducing some of the uncertainty that often accompanies growth markets.
Rockingham is not relying on demand alone; coordinated delivery is strengthening investor confidence. The City of Rockingham is investing more than $62 million in community, recreation and civic facilities in and around the City Centre through to 2030/31. This includes redeveloping the Rockingham Aquatic Centre, Mike Barnett Sports Complex and Anniversary Park clubrooms, expanding the Autumn Centre for seniors, creating a Rockingham Foreshore activity node and upgrading civic facilities.
Together, these projects will improve amenity, create more reasons to visit and support activity across different days and trading periods. For businesses and franchises, the program demonstrates that the City is investing alongside the private sector to strengthen customer activity, quality of place and long-term commercial growth.
The direction of travel is becoming clearer. The Rockingham City Centre combines an established customer base with forecast population growth, expanding employment, strategic centre status and proximity to some of the State’s most significant economic drivers.
Businesses that establish a presence early may be best positioned to grow alongside it.
The question is no longer whether Rockingham will grow, but who will help shape it.
